Victoria has 25 years of planning experience, including smart growth and TOD policy development; transit, bicycle and pedestrian planning; travel demand model development; and regional funding coordination. Before co-founding Eisen|Letunic, she managed the Bay Area-wide Smart Growth Strategy/Regional Livability Footprint project, the precursor to Focusing our Vision, the blueprint for current allocation of regional transportation and land use planning funds.

With Eisen|Letunic, Victoria has managed the development of numerous plans, including the BART Bicycle Plan, the Caltrain Bicycle Access and Parking Plan, the Regional Bicycle Plan, and updates to the Alameda Countywide Bicycle and Pedestrian Plans; coordinated the LEED for Neighborhood Development Gold certification of a large mixed-use pedestrian-oriented plan in Napa County; and provides on-call planning services for the Alameda County Transportation Commission, the Metropolitan Transportation Commission, BART, and private developers of compact, pedestrian-oriented projects.

Victoria was raised in the Bay Area and holds master's degrees in city planning and civil engineering, both from UC Berkeley. Victoria has served as chair of the City of Berkeley's transportation commission, and as a member of Berkeley's Downtown Area Plan Advisory Committee and the Greenbelt Alliance's Infill Task Force. She is currently a City of Berkeley planning commissioner.
